Cables: This is an addition to overall length of the cable. The free-play of the inner wire is maintained. In cases where a junction box is used, the additional length with be added to the top cable. 
Hoses: This is an addition to the hose(s) attaching to the master cylinder end. In cases where a rigid section is used (such as on Off-Road hoses), the additional length with be added above the rigid section.
